Two lines from Proverbs frame the design. Proverbs 18:13: he who answers before he hears, it is folly and shame to him. Proverbs 11:14: in the multitude of counselors there is safety. The room is built on both: every seat is heard before anyone votes, and no single counselor, human or machine, is trusted to decide alone. These lines are offered as a frame for the format, not as an argument for or against shutting anything down.
